Changzhou Baohai Bay Zone is in the centre of Bohai ring area, southeast of Hebei Province, east to the Bohai Sea, south to Shangdong Province, north to Beijing&Tianjin, opposite to Liaoning Province, and cooperated with Binhai Zone and Tangshan Caofeidian Industry Zone.

The Bohai New Area is composed by the Core Area and the Planning Area.

The Core Area includes ZhongJie International Economic Park, South Dagang Industry Park, Chemistry Industry Park and Huanghua Port. The total area is up to 830 km2, with a population of about 120,000.

The Planning Area includes Huanghua City and Haixin County, the total area is up to 3,321 square kilometers, and the population is around 700,000.
